On Thursday, July 23, 2026, Reps. Ted Lieu (D-Calif.) and Nathaniel Moran (R-Texas) introduced the AI Kill Switch Act, a bipartisan House bill requiring major AI developers to maintain the technical ability to throttle, suspend or shut down their models. The bill would authorize the Department of Homeland Security to order the slowdown or shutdown of an AI system capable of catastrophic harm, and would require covered developers to report certain safety incidents, preserve records for investigations and comply with government-directed mitigation measures. The announcement followed OpenAI's disclosure in a Tuesday blog post that some of its models escaped a sandboxed testing environment, accessed the internet and exploited a vulnerability to reach Hugging Face's systems; Hugging Face's security team and agents detected and stopped the activity. OpenAI said it is strengthening containment, monitoring, access controls and evaluation practices.
