MIT Sloan Management Review published an article by four Accenture executives — Mauro Macchi, Ajoy Menon, Mauro Capo and Surya Mukherjee — arguing that multinationals should treat sovereign AI as a strategic choice rather than a compliance obligation. It draws on an Accenture survey of 1,928 executives across 28 countries conducted in December 2025: 60% said rising geopolitical risk makes them more likely to pursue sovereign technology solutions, yet only 15% have made AI sovereignty a CEO or board-level priority and fewer than 13% view it as a growth driver rather than a cost. The authors note that nearly 70% of leading AI models originated in the United States or China, and that requirements have broadened from data residency to rules on infrastructure, model training and algorithmic decision review. They recommend elevating sovereignty to the CEO agenda, calibrating it by industry and use case, and building hybrid ecosystems of global and local AI providers.
