Anthropic CEO Dario Amodei stated Anthropic has never advocated banning open-weights models. He called open-weights models without dangerous capabilities a public good. His primary concern is authoritarian governments building superior AI for military or repression use. His secondary concern is misuse of powerful models for cyber or biological attacks. He supports banning powerful chip sales to China to block threat one. He supports cracking down on industrial-scale distillation operations to hinder threat one. He supports mandatory safety testing for all sufficiently capable models, open or closed. He disagrees with claims that open-weights models necessarily aid safeguard development. He argues biological threats may favor attackers over defenders. He says policy should focus on chips, distillation and testing, not open-weights bans.
