Vladimir Putin called Elon Musk a genius at the Russia-Africa Summit. Putin said Russia is developing Rassvet, its own satellite internet constellation. Rassvet has 31 satellites in orbit out of 32 launched since March. Putin stated Russia is in close contact with U.S. partners and Musk on satellite coordination. He emphasized the need for mutual understanding in orbit to avoid interference. Rassvet is built by Russian private aerospace company Bureau 1440. Starlink operates over 11,000 satellites and serves 174 countries. Ukraine recently accused Starlink of restricting military satellite internet access. U.S.-brokered peace talks between Russia, Ukraine and the U.S. may occur next month. Preparations are underway for a trilateral meeting in Abu Dhabi by November 10.
