The White House has finalised a voluntary framework for reviewing advanced AI models before release, and it covers only closed-source systems judged to have state-of-the-art capabilities and national security risks. Openly released models are explicitly excluded. The administration does not plan to publish the framework, and companies not invited to the review meetings have not been told what it contains.
