China proposed adding 23 AI technologies to its export control list. The list includes large models, agents, chip designs and computing clusters. It covers models with at least 2 trillion parameters or top-10 global rankings. It also covers AI chip designs at 14 nanometres or below. Open-source tech and published research are exempt. Overseas users can still access models through apps, websites and APIs. Running a covered model on foreign servers counts as an export. Firms can get automatic licences for running models on their own foreign cloud servers. A temporary export registration rule took effect on 16 October. Public comments close on 15 November.
What changed
No export controls applied to these AI technologies and chip designs.
What it unlocks
Automatic export licences for firms running covered models on their own cloud servers abroad.
